You probably already know this though. We've drafted changes to the plan that are ready to go. Personally, with regard to the Plan, I'm curious about the policy of looking to hire researchers as professors when the actual job requirements maintain research as a minor (e.g., 25%) component of total faculty workload. Doesn't seem right somehow. Role statements don't fix this since they only can graft other responsibilities onto a researcher's time, instead of solving the more basic situation.
